The Pub Story

Broomhill is well supplied with pubs and eating places - mainly aimed at the student body, they include some good, inexpensive eating places. The noise generated by the pubs in the main shopping centre during term time is an issue for local residents - BANG continues to exercise vigilance when there is any proposal to increase the capacity in the Broomhill area. 6000 students are added to the just under 3000 inhabitants in term time - this has a potential to overwhelm the local community unless the balance is right.

November 2005 Planning permission is being sought for a restaurant on the former off-licence site in Glossop Road.

The owners of the Wesbourne House Hotel are the new owners of the former Groucho's Restaurant which will re-open on September 16 as the 543, re-named for its Ecclesall Road address.
The restaurant/bistro scene in Broomhill is to enjoy yet a further boost with approval granted for the conversion of the former Treasures card and gift shop in Fulwood Road, opposite Taptonville Road, into an atractive place with up to 54 covers and a small bar. The main restriction on the granting of permission is that it should never become a take-away.

September 2001

THE PUB STORY CONTINUES: Residents of Broomhill will remember that there was agreement that once The Place was opened there might be some community involvement in the facilities on offer and that the intention was that the "site be attractive to a cross-section of the whole community ... "This was confirmed in a statement issued by a spokeswoman, following Whitbread's sale of the pub to Morgan Grenfell. It would be interesting to hear from Broomhill residents whether this intention is being realised.

December 2000

The End of the Pub Story? It now seems that Whitbreads have acquired the vacant lot behind the Broomhill Tavern, that they have planning permission and are to use a legal device whereby an existing licence is transferred to this site. Building is expected to start early in the New Year. Exactly what kind of pub it will be is not yet known.

Cafe Culture in Broomhill - The Fable cafe/bistro in Ashgate Road is now fully functional and very attractively furnished. The attached S10 Gallery is also open and is running a Millennium Christmas Exhibition from Saturday 2 December featuring 23 artists and makers. The gallery is open from Monday to Saturday from 9 am to 6 pm. The coffee shop and bistro opens Monday to Wednesday, 9 am until 6 pm and Thursdays and Saturdays, 9 am until 7.30 pm. Competition will be provided by the new Cyber Cafe and the Espresso Bar in the Broomhill shopping area.

August 2000

The Pub Story continued.... The West Street ~Varsity" pub opened on 9 August Wolverhampton & Dudley withdrew their application for a pub in Ashgate Road, but Fable, the Sheffield-based charity supporting people with epilepsy, which successfully applied to convert the building on this site into a Cafe/ Restaurant and Art Gallery has to date not proceeded with its application. So far no work has started on this site. Similarly, objectors to the application to build a pub on the second-hand car sales lot at the corner of Nile Street and Peel Street await news of when a date will be fixed for the hearing at the Crown Court. On the pub scene O'Neill's on Fulwood Road, Broomhill withdrew its application for a public entertainment licence which would have allowed them to extend the opening hours from 11 pm to midnight on Friday and Saturday. The application was withdrawn before it could be considered by councillors.

June 2000

BANG members will remember that the first planning application for a pub was put in by the Wolverhampton & Dudley Breweries plc, which also applied to convert the office block on Ashgate Road near the junction with Glossop Road and to build a "Varsity" pub on West Street. This latter application was approved, a licence was granted and the West Street "Varsity" pub is due to open this summer. Wolverhampton & Dudley withdrew their interest in the Ashgate Road site and a separate application from Fable, a Sheffield-based charity supporting people with epilepsy, to convert the building into a Cafe/ Restaurant and Art Gallery was approved. So far no work has started on this site. The application to build a "Varsity" pub on the second-hand car sales lot at the corner of Nile Street and Peel Street was approved by the planning committee but turned down by the Licensing Magistrates in November 1998. Wolverhampton & Dudley Breweries lodged an appeal against this decision, which was dismissed in the Crown Court. Following this Whitbreads came on the scene and put in an application for a licence for the same site, planning application having been granted. This was heard by the Licensing Committee at a special hearing on 6th June 2000 and rejected, thanks to the spirited objections of BANG members and local residents. It remains to be seen whether Whitbreads will pursue the matter still further.

The application for an Espresso Bar at 259 Fulwood Road was turned down. Since then the application for the use of the building at 98 Whitham Road (Wollerton's) as a Cyber Cafe has been accepted.

March 2000

An Ashgate Road Cafe/Restaurant and Art Gallery

The proposal for a Varsity pub to be built on the empty car sales land on the corner of Chandos Street and Peel Street was finally turned down after an appeal by the Wolverhampton & Dudley Brewery was lost in the Crown Court. A full copy of the judgement is available. There would appear to be interest in other uses for the site. Those still interested in the Varsity Pub Concept can watch one being built on West Street, where the application by the same brewers was successful. BANG members will also remember that Wolverhampton & Dudley had an application in for a pub at 9-13 Ashgate Road. This application was suspended to allow an application from Fable, a Sheffield based charity supporting people with epilepsy. This application was for alterations and extensions to the existing building to form a ground floor cafe/restaurant and art gallery, first floor artists' workshop and offices and second floor shared living accommodation. Councillors approved a revised scheme, although they insisted that the cafe closes at 7 p.m. to avoid noise and disruption for people living nearby.

Italian Cafe Life on its Way to Broomhill?

This was the headline in the Sheffield Telegraph of 3 December 1999 referring to an application to use the ground and basement floors of a building at 259 Fulwood Road as a delicatessen and espresso bar. This former dress shop could be an asset to Broomhill as a Remo's espresso bar and delicatessen, however doubts have been raised as to the suitability of the building with its narrow entrance passage. In Broomhill there is also always the residual fear that this may develop into yet another takeaway as happened when the Toppoly pizza restaurant which never opened as such became the Millennium takeaway opposite Northern Sole.

The Nile Street & the Ashgate Road Proposals
Members will be aware that the appeal before the Crown Court against the fact that the Licensing Committee had decided against awarding a licence for the proposed Nile Street "Varsity" pub went in BANG'S favour and that costs were awarded against the developer. Members will also remember that Wolverhampton & Dudley had a planning application in for a "Varsity" pub in Ashgate Road. This was turned down by the Planning Committee, but the appeal by the brewers against this decision was to go to a public enquiry. This never happened and instead the next stage was an application for the same site at 9-17 Ashgate Road to be developed on behalf of a charity by Union Development Limited. This involved a cafe/restaurant and art gallery on the ground floor, an artists' workshop and offices on the first floor and shared living accommodation on a new second floor to be built on. When this too was turned down, an almost identical application was submitted. This is still ongoing. No doubt the city's planning officers will be familiar with the restricted nature of this site and the associated parking and other problems. Directly opposite, the former church hall has already been converted for student type accommodation without any parking provision. Altogether this present application seems ill conceived and in its present state is incomplete as far as opening hours, licensing provision, parking etc. are concerned, quite apart from the possible disturbance to be caused by the balconies projecting into Ashdell Road, outside stairs etc. Despite the attractions of an art gallery for Broomhill, BANG'S original objections against the proposed development of this site still hold good.

Italian Cafe Life on its Way to Broomhill
This was the headline in a recent Sheffield Telegraph referring to an Italian style espresso bar and delicatessen called Remo's lined up for Broomhill. Plans to convert the ground floor and basement of a former dress shop on Fulwood Road opposite Taptonville Road have been submitted to the city council. While it might be thought that an espresso bar could be a welcome development, members of the BANG committee were fearful that it might develop into yet another sandwich take away, the like of which has been proliferating in Broomhill recently. The fact that there is only one entrance through a lobby to the shop and to the flats above also gives cause for concern.

Aug. 1999

Plans in the balance
This was the headline in The Sheffield Telegraph on Friday 23 July 1999. It will be remembered that The Wolverhampton and Dudley Breweries, through a developer, had applied for permission to open two new pubs in Broomhill, one in an old office block on Ashgate Road near the junction with Glossop Road, and one on the second-hand car sales lot at the corner of Nile Street and Peel Street. A public hearing into the scheme for the Ashgate Road project was scheduled, following an appeal by the brewers against the refusal of the planning application. This public hearing has been called off. The appeal is now "in abeyance". The application from the same developer and breweries for a "Varsity" pub on the Nile Street/Peel Street site was approved by the Planning Committee, but turned down by the Licensing Magistrates in November 1998. On behalf of The Wolverhampton and Dudley Breweries, the developer lodged an appeal against this decision and the appeal was heard at the Crown Court on West Bar on 15-16 July 1999. Over these two days evidence was presented by the developer and the brewers regarding the "need" for a "Varsity" pub in Broomhill. This "evidence" was challenged by those objectors permitted to speak. No decision was reached and further "evidence" will be presented by the developer and the brewers on October 7, when the Crown Court reconvenes. Before this October date those wishing to object to the proposed "Varsity" pub siting may write to the Chief Clerk, Sheffield Crown Court at 59 West Bar, Sheffield, S. Yorks. S3 8PH, quoting Case No. A19990021 Court Code 451. At the end of the Crown Court hearing on October 7 nominated objectors can sum up. These nominated speakers on behalf of objectors will welcome relevant information, facts not opinions, showing that there is no need for a "Varsity" pub in Broomhill.

June 1999

New row over plan for pub in city suburb
This was the headline in The Sheffield Telegraph, Friday May 21,1999. In fact there were plans for two new pubs. The Telegraph went on to state that the controversy over whether a new pub should be allowed to open in Broomhill is likely to come to a head this summer. It will be remembered that city councillors rejected plans by The Wolverhampton & Dudley Breweries plc for the conversion of an office block on Ashgate Road near the junction with Glossop Road after objections from local residents. Now the government is being asked to overturn this decision. An appeal means that both sides of the case will be heard again, this time to be judged by a government inspector. The enquiry will take the form of an informal hearing. No date has been set. A separate application by Wolverhampton & Dudley Breweries to build a new pub on the second-hand car sales lot at the corner of Nile Street and Peel Street was approved by the planning committee but turned down by the Licensing Magistrates in November 1998. Wolverhampton & Dudley Breweries lodged an appeal against this decision. The appeal will be heard at the Crown Court at West Bar, Sheffield on 15 July 1999 at 10.30 am.

March 1999

Application for Licence for a "Varsity" Public House
The application for a licence for the public house on the Peel Street, Nile Street corner, granted planning permission in November, was heard by the Licensing Magistrates on 20 January. Sixteen objectors were present at this all-day hearing. The case for the applicants, the developer and the Wolverhampton & Dudley Brewery, was presented by a solicitor and a massive support team. Three of the objectors were permitted to speak and the decision of the Magistrates to refuse the application owes much to their ability to present the case for the Broomhill residents. The applicants have now lodged an appeal against the decision, which will be heard at the Crown Court. The objectors will continue their fight.

Application for the Erection of a Public House, Peel Street, Nile Street and Chandos Street.

FURY AS PUB IS ALLOWED BY COUNCIL
This was the headline in The Star which then went on to say that members of the planning committee seemed set to reject plans to build a pub on this site, but a city planner told them a further look at the parking situation in Broomhill warranted a change in his recommendation. Councillors also decided to grant planning permission after being told that they were likely to lose any appeal made by the developer. BANG members who still wish to object should write (asking for the date, place and time of the licensing committee meeting to discuss this application, stating that they would like to be present) to The Clerk to the Justices, Licensing Section, Sheffield Magistrates Court,Castle Street, Sheffield S3 8LU.

Aug. 1998

Another Public House for Broomhill
A planning application (98/0479P) for the erection of a public house, on the former car sales area, in Peel Street, Nile Street and Chandos Street was lodged on 15 May. We understand that the applicants are Whitbread, who do not have an outlet in Broomhill. A petition is being circulated by BANG against an eighth pub - Broomhill Tavern, O'Neills, Fox and Duck, South Seas, Fitzooth & Firkin, Hanrahan and Aunt Sally (ninth if one counts the Old Grindstone) in the area. The new pub will be immediately in front of the houses in Chandos Street and near to the Nile Street and top of Newbould Lane houses. We do not want Broomhill to face the problems being faced by the residents on Ecclesall Road. If you would like to sign this petition and have been unable to do so then please contact the BANG Secretary.

Lists, with over three hundred names of local residents, appealing against this application were sent to the Head of Planning, Transport and Highways, for the attention of the Planning Committee. One BANG member in Chandos Street submitted a long and detailed letter arguing against the granting of this application and other objections have also been lodged. The Planning Committee has made no progress on this application.

Dec. 1997

There is an application to alter Trueloves, 188-192 Whitham Road, into an off-licence, by Greenalls Cellar Ltd., but the Magistrates have refused to grant a licence, so unless there is an successful appeal it is unlikely that they will proceed. The owners of Truelove are retiring so we are likely to have three more empty shops.

The latest application is for a variation of the opening hours conditions for the Padrino Pizza Parlour, 267 Fulwood Road, to enable them to stay open until 3.00 am on Wednesdays to Saturdays. BANG is strongly opposing this extension on the grounds of disturbance to nearby residents, added pedestrian and vehicular traffic and yet more litter. There is an increasing tendency for takeaways to stay open until the early hours of the morning in order to attract custom from returning night clubbers. It needs vigilance and action from residents to report any breaches of opening hours.

May 1995

The Broomhill public houses are expanding with applications from the Nottingham House, from the York - to take over the premises currently occupied by the greengrocer Knight, and from the Grindstone.

Feb. 1995

The application for a food kiosk/tea garden using the former public lavatory building at the Glossop Road/Clarkehouse Road junction opposite the Hallamshire Hospital has been granted planning permission. The proposed restaurant/takeaway at 261-263 Fulwood Road has, however, been refused.

Nov. 1994

There is an application (94/1240P) for the use of 261-263 Fulwood Road as a restaurant/takeaway, by TIA Depot Stores Ltd. We have objected to this application on the grounds that there are already 19 outlets for takeaway food, two restaurants and four public houses in Broomhill, with one restaurant and three cafes on that stretch of Fulwood Road.

August 1994

An application to turn the former public toilets at the junction of Clarkehouse Road and Glossop Road, opposite the Hallamshire Hospital, into a hot food takeaway and tea garden has resurfaced.
